Most residential snow contracts in the metro, ours included, are built around a threshold: the crew comes out when snowfall passes it. The idea of the 1-inch trigger is simple enough to fit in a sentence. What it looks like spread across an actual Minnesota winter is worth spelling out, because the interesting cases are never the twelve-inch storm — everyone knows the crew is coming for that. The interesting cases are everything else.
Most snowfalls are small ones
The shape of a Twin Cities winter is not a handful of blizzards. It is a long string of small events — an inch here, two inches there, a heavy band that clips Blaine and misses Fridley — punctuated by a few genuine storms. That distribution is exactly why the trigger depth matters: it determines how many of those small events turn into service visits. A season's worth of value from a snow contract comes mostly from the unremarkable Tuesday snowfalls, not the one storm that makes the news.
The marginal call
The honest part of running a trigger is the marginal snowfall — the event hovering right at the line. And depth alone does not decide it, because an inch is not one thing:
- An inch of December fluff at 10 degrees sits harmlessly on cold pavement. Sun on dark asphalt often removes it without anyone's help.
- An inch of 32-degree slush is a different substance. Left overnight ahead of a cold front, it freezes into a crust bonded to the slab that no later visit can simply blow off.
A sensible operator clears the borderline slush and lets the borderline fluff go — because the question underneath the trigger is never really "how deep is it?" but "what does this pavement look like tomorrow if nobody touches it?"
Measurement itself is fuzzier than the contract language suggests. Wind moves snow around, so an exposed driveway in Blaine and a sheltered one in Circle Pines can catch the same storm and hold visibly different depths. Nobody is out with a ruler adjudicating each address; a route gets called for the conditions across it, which is the only way a trigger can work in practice.
One storm is not always one visit
Larger systems here rarely deliver their snow in one tidy package. A storm that puts down four inches by evening and three more overnight gets an in-progress clear so the driveway stays usable, then a final pass after it ends — and, on plowed streets, often a return for the city plow ridge after the residential plow-out. The trigger starts that whole sequence; it does not mean one visit per storm, and a service that treats it that way is reading the contract instead of the weather.
What a trigger doesn't cover
Equally practical is what stays below the line across a winter:
- Dustings. Running equipment over bare pavement to chase half an inch wears the pavement and the machine for nothing the sun wasn't already doing.
- Re-drifted snow. A windy day after a storm can rebuild a drift across an exposed driveway out of snow that already fell. That is wind, not snowfall — most services, us included, handle it as a request rather than an automatic trip.
- Freezing rain. Ice from the sky is not snow, and a snowblower does nothing about it. It is the one winter event where the trigger model genuinely has no answer, and traction grit is the honest tool.
Depth is a proxy, not the point
A trigger exists because "we come when it snows enough to matter" is not a contract. But depth is standing in for the thing that actually matters: whether the driveway stays usable and whether today's snow becomes next week's ice. Half an inch of slush before a flash freeze matters more than three inches of powder; the same inch matters more in a shaded north-facing driveway in Lino Lakes than on an open south-facing slab that bakes clear by noon.
That is the practical meaning of "we clear over 1 inch" across a winter: a floor that guarantees the routine visits, applied by people watching what the snow is actually doing. If you are comparing services — or weighing a seasonal contract against paying per visit — ask how they handle the marginal slush event and the second wave of a storm. The answers tell you more than the number in the contract does.
